Spiru Haret High School, the oldest secondary education institution in Dobrogea, was established in 1883. Over the decades, many young people have left this school to the heights of science, art and literature, bringing honor to Tulcena teachers through their achievements. Among the outstanding students are also scientists such as Grigore C. Moisil and Constantin Brătescu.
Grigore C. Moisil (1906-1975), born in Tulcea on January 10, was an eminent "school founder" in the field of mechanics, mathematical logic and the algebraic theory of automatic mechanisms. Passionate and prolific scholar, Moisil stood out as a thinker who represented reason, logic and dynamism in the continuous confrontation with absurdity, inertia and chance. As an educator, he considered science the foundation of humanity's future, having a significant global impact. The more than 300 works published in the field of mathematics, such as "La mécanique analytique des systèmes continus" (1929), "Logique modale" (1942), and "Introduction in algebra" (1954), illustrate his quality as a true scientist and of culture.
Constantin Brătescu (1882-1935), known as "the geographer of Dobrogea", was born in Câșla and dedicated a large part of his geographical and ethnographic activity to the research of the territory between the Danube and the Mare. In collaboration with Grigore Moisil, he founded and managed the magazine "Archive Dobrogei" and then, in 1920, "Societatea culturală Dobrogeană", which published the first provincial magazine of general culture - "Annals of Dobrogei", under his leadership until 1935. Brătescu he elaborated numerous geographical, ethnographic and historical studies about Dobrogea, with the most important in the volume "Dobrogea 50 years of Romanian rule", which covers aspects such as climate, relief, phytogeography, soils and population of Dobrogea. His doctoral thesis addressed the Danube Delta.
